Compact funding, investment and procurement guidance

What are your views? Will this guidance help your organisation?

The Compact guidance on funding, investment and procurement has been updated. The Compact steering group has looked at examples of good practice from other areas, and has also made changes to reflect current policy and practice.

The steering group welcomes your comments and questions on this important document, which will be used by public sector partners to guide the way that they invest in, fund, and buy from voluntary, community and social enterprise organisations locally.

The consultation was launched at the Compact launch event on 17 March 2008 and will close on 9 June 2008.

An Agreement between VCSE Sector & Statutory Agencies


The Compact is the agreement between the Bristol Partnership and the voluntary, community & social enterprise (vcse) sector to improve their relationship for mutual advantage and community gain.

Compact re-launch

The revised Bristol Compact was launched at an event at the Council House on 17th March. The event was opened by Simon Bale, the Chair of the Bristol Partnership. Councillor Helen Holland, the Leader of Bristol City Council emphasised the Council’s commitment to the Compact.

Dr Gordon Murray, of the Government’s Improvement and Development Agency (I&DeA), who is managing the national programme for third sector commissioning impressed all of us with his presentation on Commissioning from the Third Sector.

Dr Gordon Murray

Since joining the IDeA Gordon has:

  • led the submission of written and oral evidence, on behalf of the Local Government Association, to the House of Commons Environmental Audit Committee on Sustainable Procurement Policy
  • developed, from concept to delivery, the asset management peer review programme
  • led, in collaboration with the National e-Procurement Project, a programme of national support to Regional Centres of Excellence, in e-procurement reviews, sub-regional collaboration workshops, and mentoring
  • developed and managed IDeA's Procurement Fitness programme
  • led the development of the e-learning 'Passport to Procurement' package targeted at those with only part-time procurement responsibilities
  • led and managed, in collaboration with 4Ps, IDeA Procurement Skills Development programme
  • developed Centre for Public Scrutiny guidance on scrutinising strategic procurement
  • Before joining the IDeA, Gordon was CIPFA/IPF's procurement adviser. There he set up their procurement advisory service including the Procurement and Commissioning Forum.

He has 25 years experience as a local government procurement practitioner.

Current work: National programme for third sector commissioning.
