Going Twice…Social Value Bill Receives Strong Support in its Second Hearing the House of Lords

The Social Value Bill has received strong support in its second reading in the House of Lords.

This private members bill, initiated by Chris White MP, was initially presented to Parliament as the Public Services (Social Enterprise and Social Value) Bill. It has attracted cross party support and is now known as the Public Services (Social Value) Bill.

The bill, as it stands, aims to instill the concept of 'social value' across all areas of public procurement, placing a new duty on public authorities to consider the economic, social and environmental well-being of relevant areas when acquiring good and services.

It is hoped that the bill will be a positive step towards real change in public sector commissioning, compelling local governments to consider wider values (not simply price), and to provide greater support to local voluntary organisations, community groups and social enterprises.

Peers have 14 days (from the 27th January) to table any amendments.  Third Sector report that a spokesman for White’s office said if there were no further amendments to the bill by peers, it could become law within the next month.
