Tendering opportunity: Avon and Somerset PCC victim support services

Avon and Somerset Office of the Police and Crime Commissioner (OPCC) has released tender documents for those providers wishing to provide it with victim support services from April 2019. Each new contract will last for four years.

Voscur and the Somerset VCSE Strategic Forum were commissioned by the OPCC to link with the wider voluntary and community sector and seek their views on the future of victim support services and how current services impact on their organisations.

 “Voscur is an advisor to the Victim Services Commissioning Board, on behalf of the VCSE sector,” said Voscur Head of Partnerships and Commissioning, Mark Hubbard.

“This process is notable in that there has been thorough consultation and engagement, particularly with providers and victims. There is no reduction in contract values, an emphasis on social value and good practice about collaborative bids. We hope that this process results in effective services delivered by community providers that really make a difference for victims across the region.”

The engagement process resulted in a full report which can be found here. The resulting OPCC commissioning plan for victim services has now been finalised and can be found here.

The range of services are separated into lots for this procurement process, as follows:

Lot 1 – A Practical and Emotional Support Service for adult victims of any crime or antisocial behaviour

Maximum available funding value per annum – £330,000

Lot 2 – An Enhanced Adult Support Service for victims of any crime or antisocial behaviour

Maximum available funding value per annum – £280,000

Lot 3 – A Children and Young People’s Support Service for victims of any crime or antisocial behaviour up to the age of 18 (or 25 where there are additional needs)

Maximum available funding value per annum – £165,000

Lot 4 – An Independent Sexual Violence Advisor (ISVA) Service

Maximum available funding value per annum – £395,000

Lot 5 – A Restorative Justice Service for victims of any crime or antisocial behaviour

Maximum available funding value per annum – £180,000

The deadline for tender submissions is midday on Friday 5th October 2018. If you have any clarification questions, please ensure these are submitted through the messaging box on the Bluelight portal by no later than midday on Friday 7th September 2018.
