Details of the Localism Bill released

The government have released details of the Localism Bill which includes a number of proposed measures it says will devolve more power and decision making to local councils, organisations and people.

Proposals in the bill include:

  • Right to veto excessive council tax rises
  • Community Right to Challenge (council run services and express an interest in running them)
  • Community Right to Buy (public or private assets of community value)
  • Local Referendums (on local issues)
  • General Power of Competence
  • Local Authority Governance - allowing councils to return to a 'committee system' instead of 'scrutiny commissions'
  • Directly Elected Mayors - for the 12 largest cities in England (including Bristol)
  • Predetermination - allowing councillors to campaign on any issue without it baring them from taking part in decisions on these issues
  • Abolition of the Standards Board for elected councillors
  • Abolition of Regional Strategies (for example the number of houses that must be built in an area)
  • Community Infrastructure Levy - funding from new developments for local community facilities.
