Details of the Localism Bill released
The government have released details of the Localism Bill which includes a number of proposed measures it says will devolve more power and decision making to local councils, organisations and people.
Proposals in the bill include:
- Right to veto excessive council tax rises
- Community Right to Challenge (council run services and express an interest in running them)
- Community Right to Buy (public or private assets of community value)
- Local Referendums (on local issues)
- General Power of Competence
- Local Authority Governance - allowing councils to return to a 'committee system' instead of 'scrutiny commissions'
- Directly Elected Mayors - for the 12 largest cities in England (including Bristol)
- Predetermination - allowing councillors to campaign on any issue without it baring them from taking part in decisions on these issues
- Abolition of the Standards Board for elected councillors
- Abolition of Regional Strategies (for example the number of houses that must be built in an area)
- Community Infrastructure Levy - funding from new developments for local community facilities.
